Timothy F. Kelty (Tim) started as City Manager of Red Oak on January 19, 2009, after having served as Town Manager of Yorktown, Indiana for eight years. Prior to serving as Town Manager, Tim worked as a planning consultant and project manager specializing in cities and towns from 1991 to 2001. As a consultant, he worked for R.P. Murphy and Associates and Region 3A Economic Development, both in Indiana.
Tim earned a Masters in Business Administration from Indiana Wesleyan University and a Bachelors in Economics and Political Science from Saint Joseph’s College.
During his tenure in Yorktown, Tim guided the community successfully through similar growth and change as that experienced by the City of Red Oak over the last decade. He served for six years on the executive board of the Indiana Municipal Management Association, two years as president of the association and was named the 2008 Indiana Municipal Manager of the Year.
Tim is also a two-year member of the International City/County Management Association.
Tim and his wife, Alma, have been married for sixteen years. They have four sons: Edward, Diego, Jack and Benjamin.
