Substitution of Scheduled On Duty Personnel and Shift Swaps
Definition
- A. Substitution or “sub” is the working of a member’s regularly scheduled duty hours by another Red Oak Fire Rescue employee.
- Payback time is the working of a member’s regularly scheduled duty hours by another Red Oak Fire Rescue employee to compensate for a previous Sub call. It is the responsibility of both parties to keep up with the hours that require payback.
- Original employee is the employee requesting someone to work in his/her place.
General Provisions
- Sub’s request must be approved by both shift officers involved prior to the sub date.
- Either shift Captain has the right to refuse a sub request.
- It is up to each individual employee to maintain record of who owes him/her payback time.

- When requesting a sub, the employee agreeing to the request should use a Sub request form. This form is to be turned in to the station officer prior to the sub.
- A completed and approved form must be turned in to the shift Captain and passed to the operation chief.
- Sub request forms will be filed for record purposes.
Substitution Guidelines
- Sub request and payback time must be agreed to by each employee on a personal basis.
- Subs must be of equal rank.
- Station officers are expected to utilize prudent judgment when considering the approval or disapproval of a sub request. The following examples are to be used as guidelines and do not represent the complete list:
- The sub request would cause the employee to miss necessary training that would be too difficult to make up.
- The sub request would cause a problem with the minimal coverage for a specific time period.
- The sub would not work well with any special events, regularly scheduled duties, or pre scheduled activities.
