Notice is hereby given that a Special Meeting of the Red Oak City Council will be held on Monday, September 17, 2007 at 6:00 P.M., in the Council Chambers of the Red Oak Municipal Center, 200 Lakeview Parkway, Red Oak, Texas, at which time the following will be discussed and considered, to wit:

I. CALL TO ORDER – The Mayor Pro Tem will call the meeting to order, declare a quorum if present, and declare notices legally posted pursuant to Open Meetings Act.

A. Consideration of approving a Resolution providing for and consenting to the exercise of eminent domain and providing for the acquisition by eminent domain of a permanent right-of-way within the municipal boundaries of the City of Red Oak, located in the George C. Parks Survey, Abstract No. 830, City of Red Oak, Ellis County, Texas, and being more particularly described in Exhibit “A” attached.
B. Consideration of approving the amendment of the contract for library services with LSSI to add a 5% merit for librarian salaries for FY 2008.

C. Consideration of approving an Ordinance adopting the Fiscal Year 2007 – 2008 Official Budget for the City of Red Oak, Texas for the fiscal year beginning October 1, 2007 and ending September 30, 2008; and providing for the investment of funds.
D. Consideration of approving an Ordinance by record vote of the Red Oak City Council, levying and assessing municipal ad valorem taxes for the City of Red Oak, for the Fiscal Year 2007-2008, at $0.5585 cents for Maintenance and Operations and $0.0765 cents for Interest and Sinking Funds, for a total of $0.635 cents per $100 of assessed valuation. This tax rate will raise more taxes for maintenance and operations than last year’s tax rate. The tax rate will raise taxes on a $100,000 home by approximately ($18.40) per year.
E. Consideration of approving a property tax increase by record vote of the Red Oak City Council as reflected in the FY 2008 City of Red Oak Annual Budget when compared to the FY 2007 Annual Budget. This budget will raise more total property taxes than last year’s budget by $524,089 or 20.56%, and of that amount $418,964 is tax revenue to be raised from new property added to the tax roll this year.
