RED OAK CITY COUNCIL & PARKS & RECREATION COMMISSION
Notice is hereby given that a Joint Meeting and Workshop of the Red Oak City Council and the Red Oak Parks & Recreation Commission will be held on Tuesday, March 7, 2006, at 6:00 P.M., in the Ronald Reagan Room of the Red Oak Municipal Center, 200 Lakeview Parkway, Red Oak, Texas, at which time the following will be discussed and considered, to wit:

I. CALL TO ORDER – The Mayor will call the City Council meeting/workshop to order, declare a quorum if present, and declare notices legally posted pursuant to Open Meetings Act. The Parks & Recreation Board President will call the Parks & Recreation Board meeting/workshop to order, declare a quorum if present, and declare notices legally posted pursuant to Open Meetings Act.
Mayor Little called the meeting to order at 6:03 P.M. and declared a quorum present. Members present were Mayor Todd Little, Mayor Pro Tem Gary Autrey, Councilmember Eric Smith, Councilmember Ben Goodwyn, Councilmember Scott Lindsey and Councilmember Casey Hargrove. The Parks Board called the meeting to order at 6:04 P.M. Members present were Daniel Bernheimer, Robin Stephenson, Andy Bell, Ginny Lindsey, Mary Leggitt and Wedsel Groom.
II. PLEDGE OF ALLEGIANCE
Andy Bell led the Council, Parks Board and citizens in the Pledge of Allegiance.
III. WORKSHOP – OPEN SESSION
A. Discussion and workshop concerning the Parks & Recreation survey results.
B. Discussion and workshop concerning a Master Plan for Parks and Recreation.
C. Discussion concerning planting trees along thoroughfares.
City Manager Ken Pfeifer addressed the Council and Parks Boards and outlined the need to set a direction, set priorities and establish an action plan or Master Plan to develop and create an upscale Red Oak community. He noted several developments in the Red Oak area, including Main Street Plaza, the Hargrove office building on Highway 342, Baylor Imagery Center, the Allied Business development and the new Wal-Mart area. He also stated several upcoming projects within the city. Director of Parks & Recreation Michael Hopping presented Council and the Parks Board with the results of the city wide Parks & Recreation survey. Parks Board Member Robin Stephenson explained the method used to calculate the results. Trails were the number one choice with a recreation center being number two and indoor or outdoor swimming pool number three according to the results. It was suggested that the Parks Board work with the ROISD regarding joint funding for sporting event locations. Council and the Parks Board discussed the need for a Master Plan to map out the direction that Parks & Recreation needed to go. This would be presented later to Council. It was also suggested that a Parks Ordinance be revisited and Parks permit fees be increased. City Manager Pfeifer commented that area developers thought that planting trees along thoroughfares was very important and that staff is currently investigating which type tree would be better suited for this area. Councilmember Smith stated that Council had previously voted to plant red oak trees. Director Michael Hopping updated Council on the sidewalk grant that has been applied for. The grant would be a 80/20 split. City Manager Pfeifer ended by summarizing the workshop. The Parks Board needs to establish priorities and create a master plan for a common direction and set timelines for more meetings and projects. A priority list should be established and used as a guide.
IV. ADJOURNMENT
The meeting and workshop was adjourned at 8:00 P.M for the Council and 8:01 P.M. for the Parks Board.
