    MARCH 30, 2007 CITY COUNCIL SPECIAL MEETING

    MINUTES OF SPECIAL MEETING 

    RED OAK CITY COUNCIL 

    MONDAY, MARCH 30, 2007

     

    I. CALL TO ORDER - The Mayor will call the meeting to order, declare a quorum if present, and declare notices legally posted pursuant to Open Meetings Act.

    Mayor Bryce called the meeting to order at 7:03 P.M., declared a quorum present and declared notices legally posted pursuant to Open Meetings Act.  Members present were Mayor Ron Bryce, Mayor Pro Tem Ben Goodwyn, Councilmember Eric Smith, Councilmember Scott Lindsey and Councilmember Casey Hargrove.  Councilmember Gary Autrey arrived at 7:04 P.M.

    II. INVOCATION AND PLEDGE OF ALLEGIANCE

    Pastor Wilson Charles from the Country of Haiti gave the Invocation and Mayor Bryce led the Council and Citizens in the Pledge of Allegiance.

    III. COUNCIL BUSINESS – OPEN SESSION

    A.  Consideration of approving the contract for the Red Oak, White and Blue Celebration.

    Mayor Pro Tem Goodwyn made the motion, seconded by Councilmember Smith to approve the contract with Pyrotex Inc. for a fireworks display for the upcoming Red Oak, White and Blue Celebration.  The motion was unanimous.

    B. Discussion and consideration of approving any action concerning the current fiscal year 2007 Budget.

    City Manager Ken Pfeifer opened the discussion concerning the fiscal year 2007 Budget and presented a balanced budget plan.  Several Councilmembers questioned City Manager Pfeifer about the reduction in Police fines.  No action was taken.
    IV. ADJOURNMENT

    Mayor Bryce adjourned the meeting at 7:55 P.M.
