Members absent: Chair John Anderson, Vice-chair Nicole Mansell, Doug Curry, Darryl White, Lydia Bryce, Gilbert Argumaniz, Michele Crittenden
- NEW BUSINESS- OPEN SESSION
- Discussion concerning a General Obligation Bond Election related to parks, streets and Fire/Police substationDirector of Public Works Charlie Bertrand and Director of Parks and Recreation Shauna Greaham spoke to Council regarding the sports complex costs. Fire Chief Eric Thompson and Police Chief Donald Fullerton explained that the substation was needed to improve the city’s ISO rating and decrease insurance costs. Dan Roseveare, Financial Consultant, outlined different scenarios on tax rate increases for Council to review. Engineer David Ridgway stated the GO Bond Committee recommended $3.4 million for street improvements. Mayor Little called for a break at 8:15 and reconvened at 8:20 p.m. Mayor Little opened the Public Hearing: The GO Bond Committee Members spoke in favor of the bond election: Andy Bell, Bill Belote, Robert Casey, John Pearson, Sr. (who supplied signature lists from citizens in favor of the bond election), and Chris Moses were in favor. Parks & Recreation Board Members spoke in favor: Alex Doblado and Wedsel Groom. Also, various citizens David Goss, Jeff Smith, Audra Smith, Ben Little, Leslie O’Rear, Kim Price, Jim Robnett (in favor of the bond election, but wanted more money on street projects), Debbie Foster and Diana Claussen spoke in favor. Director of Economic Development Todd Fuller spoke about the bond effect (cost) on businesses. Councilmember Goodwyn made the motion seconded by Mayor Pro Tem Autrey to close the Public Hearing. The motion was unanimous. There was discussion on the amounts for the three (3) propositions for the bond election. the City. After returning back toke the Municipal Center, staff spoke to the committees and answered questions. The committees split up into their respective committee and discussed various topics, including parks, water, sewer, streets and drainage. Discussion item only. No action taken by this Committee.
