PARKS AND RECREATION BOARD
TUESDAY, JANUARY 4, 2007 - 7:00 p.m.

CALL TO ORDER - 7:00 p.m. - Chair Johnny Pearson, Sr. called the meeting to order at 7:05 p.m. and declared a quorum was present. Members present were:

Andy Bell, Vice Chair
Ginny Lindsey, Secretary
Wedsel Groom, Member
Commissioners absent were: Members: Dan Bernheimer and Robin Stephenson. Alternates: Max Schrank and Lydia Bryce
- PRESENTATIONS Michael Hopping, Director of Parks & Recreation presented “Certificates of Appreciation” to David and Laura Alexandra and Cathy Harris who were all present; Charles and Stacy Smith were not present. The certificates were presented for the help and support with the Christmas Downtown and Trash-Off participation.
- NEW BUSINESS – OPEN SESSION
- Consideration of approving the minutes of the December 5, 2006 Regular Parks Board Meeting.
Member Groom made the motion seconded by Vice-Chair Bell to approve the minutes of the December 5, 2006 Regular Parks Board Meeting. The motion was unanimous.
- Discussion of the Parks Board Advisory By-Laws.
Parks & Recreation Director Michael Hopping stated that the last update was October 15, 1996. Discussion of Section 4 was made. Discussion of any information is brought to the next meeting for additional discussion and possible motion to be made. Discussion item only. No action taken.
- Discussion of trail ordinance and construction standards as part of the Parks Master Trail Plan. Michael Hopping, Director of Parks and Recreation discussed looking into and formalizing of Trail Ordinance with Standards was mentioned. More information is forthcoming at next meeting for motion and voting. Discussion item only. No action taken.
- Discussion and consideration of changing the January 2nd regular meeting date to Janaury 4th.
Member Lindsey made the motion seconded by Member Bell to approve changing the January 2nd regular meeting date to January 4th. The motion was unanimous.

CITIZENS TO BE HEARD - Comments, questions, or presentations for non-agenda items from citizens, but no action may be taken by the Parks and Recreation Board.

STAFF AND BOARD COMMENTS AND REPORTS Michael Hopping - Director of Parks & Recreation: Christmas special event “Christmas Downtown Red Oak” and the introduction of the Department’s new administrative secretary, Mrs. Deborah Brackin. Michael recapped on the tremendous success of ”Christmas Downtown Red Oak”, congratulated Andy Bell, Ginny and Johnny; thanked all again for the tremendous help everyone had been; stated that approximately 1,000 were in attendance. He also mentioned the positive response from retailers and citizens alike.
