    MARCH 2007 PARKS REGULAR MEETING

    REGULAR MEETING OF THE CITY OF RED OAK 

    PARKS AND RECREATION BOARD

    TUESDAY, MARCH 6, 2007 - 7:00 p.m.

    CITY HALL – 200 LAKEVIEW PARKWAY

    RED OAK, TEXAS

     

    MINUTES

    1. CALL TO ORDER - 7:00 p.m. - Chair Johnny Pearson, Sr. called the meeting to order at 6:58 p.m.  and declared a quorum was present.  Members present were:

    Johnny Pearson Sr., Chair      Robin Stephenson, Member       
    Andy Bell, Vice-Chair
    Ginny Lindsey, Secretary
    Daniel Bernheimer, Member  

    Commissioners absent were:  Wedsel Groom, Member; Max Schrank, Alternate; and Lydia Bryce, Alternate.

     

    1. INVOCATION AND PLEDGE OF ALLEGIANCE  Andy Bell gave the invocation.  Johnny Pearson led the group in the Pledge of Allegiance.
    2. NEW BUSINESS – OPEN SESSION
      1. Consideration of approving the minutes of the February 6, 2007 Regular Parks Board Meeting.
        Ginny Lindsey gave motion for approval, Daniel Bernheimer seconded the motion.  Unanimous approval by the board.
      2. AN ORDINANCE OF THE CITY OF RED OAK, TEXAS, AMENDING THE CODE OF ORDINANCES, CHAPTER 96 – PARKS AND RECREATION, AMENDING SECTION §96-21, ORDINANCE 91-07-29 SECTION 2.1
        §96-21 Definitions. *Commission.  May also be referred to herein as Board.
        *Commissioner. May also be referred to herein as Member.
        Motion to approve Ginny Lindsey, Robin Stephenson seconded the motion. Unanimous approval by board.  AN ORDINANCE OF THE CITY OF RED OAK, TEXAS, AMENDING THE CODE OF ORDINANCES, CHAPTER 96 – PARKS AND RECREATION, AMENDING SECTION §96-22, ORDINANCE 91-07-29 SECTION 3.1A. §96.22 (a) (1) A Parks and Recreation Commission is hereby established.  Its members shall consist of *seven (7) members and two (2) alternates, with each member of the city Council nominating one (1) member and the Mayor nominating one (1) member and the two (2) alternates. The commission will serve only as an advisory board to the City Council.  Andy Bell gave motion, Ginny Lindsey seconded. Unanimous approval by board.  AN ORDINANCE OF THE CITY OF RED OAK, TEXAS, AMENDING ORDINANCE 81-5 – PARKS AND RECREATION, AMENDING SECTION 4 AND ADDING TO THE CODE OF ORDINANCES, CHAPTER 96 – PARKS AND RECREATION, ADMENDING SECTION §96.22 (h), ORDINANCE 91-07-29 SECTION 3.8.  REMOVAL FROM BOARD - the members of the Parks and Recreation Commission shall be subject to removal from office by a majority vote of the city Council of the City of Red Oak, for any cause deemed sufficient for their removal, in the interest of public service.  *Any Member or Alternate who absences himself, without justification, from any two consecutive regularly scheduled meetings shall be voted on by the Parks Board, at the next regularly schedule meeting, to decide if the absences are excused or unexcused.  The Parks & Recreation Board will submit in writing to Council when two consecutive unexcused absences occur. Motion to approve Ginny Lindsey, Daniel Bernheimer seconded the motion. Unanimous approval by board.  Note to City Secretary:
        ORDINANCE NO 96-35 TO THE CODE OF ORDINANCES, CHAPTER 96 – PARKS AND RECREATION, SECTION §96.22 SECTION (m) needs to be added. (m) Meetings. The Board shall select from among its members a Chairman, Vice-Chairman and Secretary and shall establish meeting dates, times and places.  The Board may adopt, subject to the approval of the City council, such rules and regulations for the government of its proceedings as it may deem proper.  
      3. Discussion item only of alternate Trailhead and trail route.  Chair Johnny Pearson requested all members to think about this and be prepared to present ideas at the next regular meeting.
      4. Discussion item only Arbor Day, April 27th.  Board discussed possible locations for tree planting.  Suggested requirement for watering be mandated for participating organization.  More information and discussion at the next regular meeting.
      5. Discussion and consideration of the purchase of a John Deere 4120 with front loader and backhoe attachment in the amount of $27,203.33. John Deere is a vendor of TASB. Motion to approve Ginny Lindsey, Andy Bell seconded the motion. Unanimous approval by board.
    3. CITIZENS TO BE HEARD - Comments, questions, or presentations for non-agenda items from citizens, but no action may be taken by the Parks and Recreation Board.
    4. STAFF AND BOARD COMMENTS AND REPORTS  Chair Johnny Pearson announced special meeting for Monday, March 12th at Old Town Park to discuss and walk trails.  Time TBA.   Michael Hopping - Director of Parks & Recreation gave Parks Board an update on Department’s completed projects:  Liberty Garden prep; Easter Egg Hunt supplies received; Fertilizer purchase; Crape Myrtles planted at Fire & PD, trimmed tree line Old City Park, purchased new mower, working on contractor bids for restrooms at Old City Park. 
    5. ADJOURNMENT - The meeting was adjourned at 7:24 p.m.
