CALL TO ORDER - 7:00 p.m. - Chair Alan Hanes called the meeting to order at 7:00 p.m., declared a quorum was present and notices were legally posted pursuant to the Open Meetings Act.

- NEW BUSINESS - OPEN SESSION
- Consideration of approving the minutes of the Monday, October 1, 2007, Regular Meeting.
Member Cornett made the motion, seconded by Secretary Moses to approve the minutes of the Monday, October 1, 2007, Regular Meeting as presented. The motion was unanimous.
- Conduct a Public Hearing and consider approval of a Specific Use Permit for a 1,200 square feet brick accessory building for 311 Meadow Lane, being Lot 3, Block 3, Green Valley Acres, City of Red Oak, Ellis County, Texas, located south of Pierce Road and east of Lowrance Rd., requested by Al Thomas. Chair Hanes opened the Public Hearing. Spoke in Favor: Alan Thomas, 311 Meadow Lane, Red Oak, Texas, 75154. None in opposition with one (1) written opposition from Michael and Katherine Young, 305 Meadow Lane, Red Oak, Texas, 75154. Secretary Moses made the motion, seconded by Member Cornett to close the Public Hearing. The motion was unanimous. Vice-Chair Wilson made the motion, seconded by Alternate Miller to approve a Specific Use Permit for a 1,200 square feet brick accessory building for 311 Meadow Lane, being Lot 3, Block 3, Green Valley Acres, City of Red Oak, Ellis County, Texas, located south of Pierce Road and east of Lowrance Rd., requested by Al Thomas, with the condition that the accessory building roof match the roof pitch of the home. The motion was unanimous.
- Conduct a Public Hearing and consider approval of a Specific Use Permit for allowing Major Auto Repair in Commercial-1 (C-1) zoning for 401 N. Hwy. 342, being .2968 acres, McKinney & Williams Survey, Z-751, City of Red Oak, Ellis County, Texas, located south of Ovilla Road and west of Hwy. 342, requested by Lazaro Vargas. Chair Hanes opened the Public Hearing. No one spoke in favor or opposition. Chair Hanes stated that the Public Hearing will remain open without opposition until next Planning & Zoning Meeting on December 3, 2007.
- Conduct a Public Hearing and consider approval of a text change amendment to the Zoning Ordinance to permit a Permanent Cosmetics Studio in a Commercial-2 (C-2) zoning district with a Special Use Permit and providing a definition. Chair Hanes opened the Public Hearing. No one spoke in favor or opposition. Secretary Moses made the motion, seconded by Member Cornett to close the Public Hearing. Secretary Moses made the motion, seconded by Member Cornett to approve a text change amendment to the Zoning Ordinance to permit a Permanent Cosmetics Studio in a Commercial-2 (C-2) zoning district with a Special Use Permit and to incorporate the following definitions: Permanent Cosmetic Studio/Tattoo Parlor - shall mean an establishment whose principal business activity, either in terms of operation or a held out to the public, is the practice of one or more of the following: (1) placing of designs, letters, figures, symbols, or other marks upon or under the skin of any person, using ink or other substances that result in the permanent coloration of the skin by means of the use of needles or other instruments designed to contact or puncture the skin; (2) creation of an opening in the body of a person for the person for the purpose of inserting jewelry or other decoration. Tattooing - shall mean any method of placing permanent designs, letters, scrolls, figures, symbols, or any other marks upon or under the skin with ink or any other substance, by the aid of needles or any other instruments designed to touch or puncture the skin, resulting in either the coloration of the skin, or the production of scars or scarring, other than by branding. The motion was unanimous.
