PREAMBLE

We, the people of the City of Red Oak, believing in modern government to meet modern needs while maintaining responsiveness to the desires of residents and of our community as a whole, do adopt this Charter as the basic foundation of our government.
 
We pledge ourselves to support our duly elected governing body in their administration both
within and without the City.
 
We charge them to preserve the freedoms and independence which have been enjoyed
by our City since its incorporation, undisturbed by conflict of commercial or political
interests.
