Proposed Tax Rate (2023 Tax Year, Fiscal Year 2024 Budget)

Notice of Proposed Tax Rate for the 2023 Tax Year and the corresponding Fiscal Year 2024 budget. The City of Red Oak City Council proposed a tax rate of $0.696886 made up of a maintenance and operations rate of $0.440465 and a debt service rate of $0.256421. This rate will raise more taxes for maintenance and operations than last year's tax rate. The tax rate will effectively be raised by 5.38 percent and will raise taxes for maintenance and operations on a $100,000 home by approximately $-40.57.

In accordance with Property Tax Code Section 26, the City must comply with certain steps in adopting the annual property tax rates. One of these steps is to provide a public hearing to allow public comment for or against the tax rate, if the City proposes a tax rate above the calculated No-New-Revenue Rate. The rates were calculated using the values from the City's certified appraisal roll or certified estimate of taxable values provided by Ellis Appraisal District in accordance with the requirements in the tax code. 

Additional Rate Information: The No-New-Revenue Tax Rate is the tax rate for the year that would raise the same amount of property tax revenue for the City of Red Oak from the same properties in both the preceding tax year and the current tax year.

The voter-approval tax rate is the highest tax rate that the City may adopt without holding an election to seek voter approval of the rate, unless the de minimis rate for the City exceeds the voter-approval rate.

The de minimis rate is the rate equal to the sum of the no-new revenue maintenance and operations rate for City of Red Oak, the rate that will raise $500,000 and the debt rate for the City.

Public Hearings for Proposed Tax Rate and Proposed FY 2024 Annual Budget: On Monday, August 14, 2023, at 7:00 p.m. a Public Hearing will be held to provide for Citizens comments on the Proposed FY 2024 Annual Budget. On Thursday, August 17, 2023, at 6:30 p.m. a Public Hearing will be held to provide for Citizens comments on the Proposed Tax Rate. Both meetings will be held in the Government Center, 101 S. Live Oak, Red Oak, TX 75154.
