WINTER AVERAGING OF RESIDENTIAL SEWER CHARGES:  Residential sewer charges will be calculated based on the consumption method for the December, January, and February billing statements for winter averaging. Please note that the consumption used during the winter averaging months determines your maximum sewer charges for the remaining months of the year. If you are a new customer to the City of Red Oak and an average cannot be determined, the Citywide average will be assigned to your account. After the averaging period, the billing method will be switched back to the winter average. This means that for the remaining months of the year, your account will be billed based on consumption up to the winter average, which serves as a cap.
