Historic Overlay District


The purpose of the historic overlay district is to promote the public health, safety and general welfare; and:
  • To protect, enhance and perpetuate places and areas which represent distinctive and important elements of the City’s historical, cultural, social, economic, and architectural history
  • To strengthen the economy of the City
  • To increase public knowledge and appreciation of the City’s historic past and unique sense of place
  • To foster civic and neighborhood pride and a sense of identity
  • To promote the enjoyment and use of historic and downtown resources by the people of the City
  • To preserve architectural styles, patterns of development, and design preferences reflecting phases of the City’s history
  • To create a more livable urban environment
  • To enhance property values
  • To protect and enhance the City’s attraction to tourists and visitors
  • To resolve conflicts between the preservation of historic resources and alternative land uses
  • To integrate historic preservation and pride into public and private land use planning
  • To conserve valuable resources through use of the existing building environment
  • To increase public awareness of the benefits of the rich history of the City
  • To maintain a harmony between new and historic structures so that they will be compatible in scale, form, color, proportion, texture and material
  • To encourage public participation in identifying and preserving historic resources

Historic Overlay District Designation

The historic overlay district includes all properties which are located in the downtown “C-1” Zoning District as of December 21, 2005.

Application of Historic Overlay District Regulations

  • The historic overlay district is a zoning overlay which supplements the primary underlying zoning district classification. The historic overlay district is subject to the regulations of the underlying zoning district and the additional regulations set forth herein.
  • In the event of a conflict, the regulations contained in the historic overlay district section control over the regulations of the underlying zoning district.

Special Development Standards

The following standards apply to all development in the Historic Overlay District:
  • Each exterior side of a structure must be 75% masonry construction below top plate, excluding garage doors. Glass may be used in place of masonry. Alternate exterior materials may by approved by the City Council upon receiving a recommendation from the Building and Standards Commission. To approve an alternate material, the City must find that the proposed structure will be weatherproof and compatible with the surrounding development.
  • The maximum height of a structure is 3 stories or 60 feet whichever is greater; except cooling towers, roof gables, chimneys, vent stacks, or mechanical equipment rooms may project not to exceed 6 feet beyond maximum building height.
