Safe Drinking Water Surveys
In order to maintain compliance with the federal and state rules and regulations, the City of Red Oak adopted provisions through Ordinance 16-037 to protect the municipal water supply. In addition, the City of Red Oak will conduct water surveys to ensure continued state and federal compliance with public health issues are being addressed. These surveys will assist in determining if any internal or external connection or uses of the potable water supply are inadvertently creating a potential for a health hazard to the public.
These Surveys are conducted for any of the following reasons:
- New Construction,
- After any material improvement, correction, or addition to the private water distribution facilities such as a remodel or renovation, or
- any existing service either when the water purveyor has reason to believe that cross-connections or other potential contaminant hazards exist.
What Does a Safe Drinking Water Survey Consist of?
There are several types of Safe Drinking Water Surveys, or Customer Service Inspections, including:
- Single Family Dwellings,
- Medical, or
- Specialty Facilities.
Each property type has specific things that an Inspector will look for such as irrigation systems and hose bib vacuum breakers on homes, or boilers and clinical sinks in other properties. Anywhere drinking water, or potable water, is dispensed, such as a sink, a lead test is also performed.
If any degree of hazard is deemed present at a connection, an appropriate backflow device is required to be placed at that location. This can include a double check valve on a irrigation system, to a reduced pressure principle assembly device on a carbonated soda fountain.
Who Conducts Safe Drinking Water Surveys?
In order to perform the customer service inspections, the City of Red Oak may:
- Provide qualified employees to perform the inspections as a cost to the customer in order to complete the state required inspection,
- Provide a list of certified inspectors to the customer, from which the customer may select and hire an inspector,
- Hire independent, qualified contractors to perform the inspections, or
- Upon the approval of the Director, allow the customer to hire an independent, qualified contractor to perform the inspections.
My Inspection Has Been Completed, Now What?
After your inspection, your inspector will let you know whether he or she has found anything that could cause a cross-connection compliance issue that needs correcting, or if he or she has found any potential for lead in your private water system.
If the inspector tells you that you are in non-compliance for cross-connection, he or she will tell you how to come back into compliance and the time-frame you have to do so. This can consist of installing a hose bib vacuum breaker on a water spigot, or installing an appropriate device on a swimming pool with auto-fill. All backflow devices will need to be tested upon installation, and certain devices will need to be tested annually depending on the degree of hazard.
If your inspector notifies you that there is an indication of the possibility of lead in your system, you will need to contact your plumber to take further action.
